The council or other governing body of the city, when authorized by vote of the majority of the electors thereof, shall: (1) Levy the tax or issue and sell bonds as directed by such vote, not to exceed the maximum amount authorized. (2) Purchase a site and erect and thereafter maintain the community house. (3) Adopt ordinances regulating and governing the use and occupancy of the community house.
