Oregon Code § ORS 261.171

County governing body to call election; notice; dates

(1) Upon its own resolution, the county governing body may, and upon receipt of an electors petition or resolution of the governing body of a peoples utility district or city that the county governing body finds to be in compliance with this chapter shall, at the earliest practical date submit the question of district formation, annexation or consolidation and, if for formation, the question of a special levy, to the electors within the affected territory at a special election. The special election may be held on the same date as a primary election or general election.
(2) The notice of the election shall state the purpose of the election, describe in general terms the boundaries of the affected territory and in all other respects comply with the general laws of this state governing the time and manner of holding elections.
(3) The county governing body shall call no more than one election for formation of a district comprising substantially the same area within the same calendar year.
