Allocation of housing production targets

(1) The Oregon Department of Administrative Services shall allocate housing production targets to each city with a population of 10,000 or greater and to each unincorporated urbanized area within the Metro urban growth boundary. Housing production targets shall describe the proportion of the allocated housing need that the department determines should be produced by for-profit, nonprofit and public builders in each city within six years for a city or urbanized area inside Metro and within eight years for a city or urbanized area outside Metro.
(2) The housing production targets must be separated into:
(a) A total target; and
(b) A target segmented by each income level in ORS 184.453 (4).
(3) In establishing housing production targets under this section, the department:
(a) May include a proportion of the allocated housing need to accommodate people experiencing homelessness and housing underproduction within a city greater than the proportion of the 20-year period; and
(b) Shall coordinate the allocation of the targets with a schedule developed by the Department of Land Conservation and Development for requiring housing production strategies under ORS 197A.100.
