Whenever the Governor has issued a proclamation under ORS 176.775, the Governor may by executive order direct actions: (1) Reducing energy resource usage by state agencies and political subdivisions in this state. (2) Promoting conservation, prevention of waste and salvage of energy resources and the materials, services and facilities derived therefrom or dependent thereon, by state agencies and political subdivisions in this state. (3) Directing the establishment by state agencies and political subdivisions in this state of programs necessary to implement and comply with federal energy conservation programs, including but not limited to allocation or rationing of energy resources and the distribution of the states discretionary allotments.
