Oregon Code § ORS 171.113

Use of state provided telephones

It is the policy of the Legislative Assembly that all use of state provided phones by members or by legislative staff at the members direction, including phones assigned either at the members residence or at the Capitol, shall be considered to be used on state business for purposes of the Legislative Assembly.
