Title 74E. Title 74E: Newsletters and Informational Materials by Elected State

Officers.
If otherwise permitted by law, elected state officers may use
public funds, property or time to electronically or otherwise
produce and distribute newsletters or similar informational
materials to constituents and others, provided those materials do
not advocate the election or defeat of a clearly identified
candidate or candidates for any elective office or offices or a vote
for or against a state question or other question to be voted upon
at an election.  Permitted uses shall not include recognition of
holidays, birthdays, births or similar greetings in the absence of
substantial informational materials related to public issues.
Promulgated by Ethics Commission January 10, 2014; effective upon
Legislature’s sine die adjournment May 23, 2014; operative January
1, 2015.
