Oklahoma Code § 73-15.3

Reserved parking spaces.
Except as provided in subsections C and D of this section, the
President Pro Tempore of the Senate and the Speaker of the House of
Representatives are empowered to designate the parking assignments
and issue window stickers or other means of identification of
elected and appointed officers and employees whose offices are in
the State Capitol Building in the parking areas described in this
section and Sections 11-1009 and 11-1010 of Title 47 of the Oklahoma
Statutes.
A.  Except as provided in subsections C and D of this section,
officers and employees shall not park in any space in the following
described areas except as specified by the President Pro Tempore:
1.  The parking area traversed by the semicircular drive to the
west entrance of the State Capitol Building.  This area shall have
specifically assigned parking places for state officers, including
the Governor, Lieutenant Governor, the President Pro Tempore of the
Senate, the Attorney General, the State Treasurer, the State Auditor
and Inspector, the Chief Justice of the Supreme Court, the Secretary
of the State Election Board, and any other elected or appointed
state officer or employee so designated by the President Pro
Tempore;
2.  The parking area west of the State Capitol Building and
north of the West Gatehouse;
3.  All parking spaces west of the halfway point along the north
curb of Northeast 21st Street to the southernmost parking spaces in
the south parking area, except those designated in subsections C and
D of this section;
4.  In the parking area located east of Lincoln Boulevard,
thirty-seven parking spaces in the southwest portion of the parking

area, south and southwest of the tunnel entrance, and north of
Northeast 21st Street; and
5.  Seventy-eight parking spaces in the northeast portion of the
parking area identified as the first three rows of parking spaces
west of North Phillips Avenue.
B.  Except as provided in subsections C and D of this section,
officers and employees shall not park in any space in the following
described areas except as specified by the Speaker of the House of
Representatives:
1.  The parking area east of the State Capitol Building and
north of the East Gatehouse;
2.  All parking spaces east of the halfway point along the north
curb of Northeast 21st Street to the southernmost parking spaces in
the south parking area, except those designated in subsections C and
D of this section;
3.  In the parking area located east of Lincoln Boulevard, the
one hundred fifty-four parking spaces east of the east entrance of
Northeast 21st Street and south of the north curbline of the
entrance from North Phillips Avenue;
4.  The sixty parking spaces located in the fourth, fifth, and
sixth rows of the northeast portion of the parking area located west
of North Phillips Avenue and north of the north curbline of the
North Phillips Avenue entrance into the parking area; and
5.  The five parking spaces west of the sixth row of parking
spaces in the northeast portion of the parking lot and north of the
north curbline of the North Phillips Avenue entrance into the
parking area.
C.  The Governor shall designate the parking assignments for the
parking spaces immediately on the north and south sides of the first
parking island south of the oil well.
D.  The southernmost row of parking spaces in the south parking
lot shall be reserved for the Department of Public Safety for the
purpose of creating a large vehicle inspection station.  The
Department of Public Safety shall be permitted to post appropriate
signage related to the inspection station of large vehicles along
Lincoln Boulevard (northbound and southbound lanes) and at the
gatehouses for both the Senate and the House of Representatives.
E.  All parking spaces not otherwise assigned by the President
Pro Tempore pursuant to subsection A of this section, assigned by
the Speaker of the House of Representatives pursuant to subsection B
of this section, or designated by the Governor pursuant to
subsection C of this section in the parking area south of the
Capitol Plaza and the parking area that lies east of the State
Capitol Building on the east side of Lincoln Boulevard shall be
reserved for visitors.
F.  It shall be the duty of the Office of Management and
Enterprise Services to maintain all streets, roads, and state-owned

parking lots within the boundaries of the State Capitol Park,
including striping and painting of parking spots, or otherwise
providing signage as assigned or designated by the President Pro
Tempore of the Senate, Speaker of the House of Representatives, or
Governor pursuant to this section.  The Office of Management and
Enterprise Services is authorized to expend any money appropriated
for the construction and maintenance of such streets, roads, and
parking lots.
