Title 70. Schools: Rules and regulations

The Commission shall promulgate and adopt such rules and
regulations as may be necessary to carry out the provisions of this
act.  The Commission shall prescribe the form and regulate the
submission of applications for scholarship; conduct conferences and
interviews with applicants; determine the eligibility of applicants;
allow or disallow all applications for scholarships or renewal of
scholarships; contract, increase, decrease, terminate and otherwise
regulate all grants for scholarships and their repayment in cash or
services; and manage, operate and control all funds and property
appropriated or otherwise contributed for this purpose.  The
Commission may acquire property or money by the acceptance of gifts,
grants, bequests or devise, and may contract with the federal
government in order to secure the benefit of any federal program
consistent with the provisions of this act.  Monies received by the
Commission in repayment of scholarships granted from appropriated
funds shall be deposited with the State Treasurer who shall place
the same to the credit of the Commission in depository funds to be
known as the "Rural Medical Education Scholarship Fund" and the
"Community Physician Education Scholarship Fund" depending on the
program in which the recipient participated, under and subject
exclusively to the control of the Commission for the purpose of
fulfilling and accomplishing the conditions and purposes of the
Health Care Workforce Training Commission.  All monies so collected
and deposited in the State Treasury as aforesaid shall constitute a
continuing fund, shall not be subject to fiscal limitations, and the
unexpended balance shall at all times be available for expenditures
for the purposes and in the manner and form provided by this act.
All funds and property, and income therefrom, received by the
Commission through the acceptance of gifts, grants, bequests or
devise shall be held by the Commission in trust, and may be sold,
transferred, invested and reinvested by the Commission in accordance

with the provisions of the Oklahoma Trust Act, and all such funds
and property, and income therefrom, shall be used by the Commission
in fulfilling and accomplishing the conditions and purposes of the
Health Care Workforce Training Commission.
