Title 70. Schools: General fee and tuition contributions - Appropriations -

Investment in quality education - Intent of Legislature.
A.  It is the intent of the Legislature that within a period of
four (4) years Oklahoma shall reach the middle quintile among the
states for like institutions in general fee and tuition contribution
and in state appropriations invested in improving higher education.
B.  It is the intent of the Oklahoma Legislature to build our
existing higher education system into a system of greater quality.
In order to do so, the Oklahoma Legislature intends to increase its
investment in the quality of The Oklahoma State System of Higher
Education.  The Legislature hereby authorizes the State Regents for
Higher Education to fund institutions with careful consideration of
their role within The Oklahoma State System of Higher Education;
such funding should be based on each institution's potential for
excellence and in line with each institution's progress toward
achieving its goals.
