improvement plan. A. Each local school district shall develop and adopt a four- year capital improvement plan for the public schools in the district. Each local school district shall review and update their plans annually. Capital improvement plans shall be based upon guidelines developed by the State Department of Education. B. The State Department of Education shall develop and the State Board of Education shall adopt a statewide four-year capital improvement master plan for the public common schools of this state. The master plan shall be subject to the provisions of Section 308 of Title 75 of the Oklahoma Statutes.
