estate development. The board of county commissioners of any county, after determining that a life-threatening situation exists due to a natural disaster, may enter into agreements for the repair of any public street or bridge within a real estate development as defined in Section 851 of Title 60 of the Oklahoma Statutes, with the owners association formed within the real estate development as provided for in Section 852 of Title 60 of the Oklahoma Statutes, regardless of whether the real estate development exists within or outside the limits of a city, town, or municipality. Such an agreement shall be entered into only when the owners association has sufficient funds escrowed to pay all of the costs for said repairs at the time of the agreement.
