The first bridge east of Sangre Road on State Highway 51 crossing over Stillwater Creek in Payne County shall be designated as the "Dr. Harry E. Heath, Jr. Memorial Bridge". The Department of Transportation shall cause suitable permanent markers bearing that name to be placed on the bridge.
