Oklahoma Code § 69-1308

Title 69. Roads, Bridges, And Ferries: Action to contest

The governing body of the city or the board of county
commissioners shall promptly rule on the sufficiency of any such
protest.  No action or suit to question the ruling on such
sufficiency or to contest the action of the governing body or the
Board in adopting and approving the plans, specifications or
profiles shall be commenced later than fifteen (15) days after the
ruling.
