Oklahoma Code § 64-1056

Title 64. Public Lands: All public lands subject to lease

Except as otherwise provided by law, all the public lands of
this state shall be subject to lease in the manner provided by law.
The Commissioners of the Land Office shall have charge of the
leasing of the lands.
