Oklahoma Code § 64-1050

Title 64. Public Lands: Lessee - Preference right

Any lessee holding a preference right lease on any public lands
of this state shall, during the public bidding on the sale of the
leased lands, have the preference right to purchase the lands so
leased by the lessee at the highest bid at the time of the sale.
