Oklahoma Code § 64-1043

Title 64. Public Lands: Preference right of lessees

Any lessee holding a preference right lease on any of the public
lands of this state shall have the preference right to purchase all
of the lands so leased by the lessee at the highest bid at the time
of the sale, or in case of no bid, then to take the same at the
appraised value.
