Oklahoma Code § 62-34.63

Title 62. Public Finance: Disbursements

A.  The State Treasurer shall be the disbursing agency of the
state and shall draw either checks or warrants payable at the State
Treasury, in payment of all claims, including payrolls, against the
state which shall be paid out of the Treasury, as follows:
1.  Each check or warrant shall specify the date of its issue
and the name of the person to whom payable; and
2.  For each check, or warrant, issued by the State Treasurer,
there shall be a record which shall specify the gross amount, the
amount of withholding, if any, and the net amount payable to the
payee.
B.  At the end of each month the State Treasurer shall report to
the Director of the Office of Management and Enterprise Services in
such form as the Director shall prescribe, all checks or warrants
issued during the month.
C.  Checks or warrants issued by the State Treasurer shall be
registered on the records of the State Treasurer in such manner as
shall be prescribed by the Director of the Office of Management and

Enterprise Services; provided, that each check or warrant shall
indicate thereon the fund against which the same shall be charged.
The purpose of this section is to permit checks or warrants to be
registered in the order in which they are drawn upon the State
Treasury.
