Oklahoma Code § 62-34.51

Title 62. Public Finance: Approval of requested allotments - Records - Claims for

A.  If an allotment request is approved by the Director of the
Office of Management and Enterprise Services, it shall be
transmitted to the request officer of the agency concerned and to
the Division of Central Accounting and Reporting.
B.  Legislative appropriations or authorizations are the legal
basis for expending the state's monies.  Allotments shall be made
against these legislative appropriations or authorizations and shall
be entered on the records of the Division of Central Accounting and
Reporting in such accounts as may be required by the Director of the
Office of Management and Enterprise Services.
C.  The allotments approved by the Director of the Office of
Management and Enterprise Services shall be the portion of the
appropriation set aside to cover encumbrances and expenditures for a
designated purpose during a monthly, quarterly, semiannual or annual
period.
D.  The Division of Central Accounting and Reporting shall not
approve claims for payment in excess of the amount allotted for each
account approved by the Director of the Office of Management and
Enterprise Services.
E.  After the first allotments for each agency of the state have
been authorized by the Director of the Office of Management and
Enterprise Services, subsequent allotments may be authorized upon
the request of an agency and with the approval of the Director of
the Office of Management and Enterprise Services.
F.  The Director of the Office of Management and Enterprise
Services may authorize new accounts in addition to those requested
in the original allotment request, or may increase the amount
allotted for a monthly, quarterly, semiannual or annual period.  A
balance remaining in any of the allotment accounts at the end of any
monthly, quarterly, or semi-annual period, shall be available for
expenditure the subsequent period; however, subsequent allotment
requests and the Director's approval should take into consideration
any unencumbered or unexpended balance remaining at the time such
subsequent requests are approved.
