Title 62. Public Finance: Request for proposal to determine state applications

A.  By December 31, 2022, the Director of the Office of
Management and Enterprise Services (OMES) shall initiate a request
for proposal for the rationalization and determination of which
state applications and databases can be immediately transferred to a

cloud-based data storage platform.  The purpose of this request for
proposal is to give this state the ability to accurately evaluate
the cost and plans needed to implement modernization of the state’s
applications and databases.  These applications and databases shall
be limited to customer relationship management tools, case
management tools, workflow tools and supplemental financial systems.
OMES is authorized to enter into a contract for such services,
pursuant to the provisions of law.
B.  Notice of the request for proposal shall be published in the
manner provided for competitive bidding.  The contract shall be
awarded to the responsible offeror whose proposal is determined to
achieve the desired goal of rationalization of technology for the
state.
C.  The Director shall promulgate rules and establish procedures
to implement the request for proposal pursuant to the section.
