Oklahoma Code § 61-12

Title 61. Public Buildings And Public Works: Plans and specifications - Approval

All plans and specifications for the erection of public
buildings subject to Section 11 of this title shall be submitted
prior to bidding and awarding of contract to the State Fire Marshal
or other authority having jurisdiction.  Such plans and
specifications shall be checked for compliance with Section 11 of
this title, and no construction contract for any public building
shall be awarded unless and until said plans and specifications are
approved as being in compliance with Section 11 of this title by the
appropriate governmental agency.  If public buildings are to be
financed by state funds, the Office of Management and Enterprise
Services shall approve said plans and specifications.  In the case
of public buildings to be financed by county funds or funds
controlled by some other political subdivision of the state, the
agency whose approval is required shall be the governing body of
such subdivision.
