Disbursement of state monies.
A.  The Department of Human Services, from all monies deposited
into the Indigent Health Care Revolving Fund for the purpose of
implementing the provisions of the Oklahoma Indigent Health Care
Act, shall reimburse clinics which meet the requirements of Section
64 of this title and elect to participate in the Oklahoma Indigent
Health Care Act.
B.  Disbursements of state monies from the Indigent Health Care
Revolving Fund to eligible clinics shall be as follows:
1.  Following certification and approval by the Department of
Human Services of the accuracy of reports submitted pursuant to
Section 64 of this title the Department shall determine the amount
of state monies available to the clinics; and
2.  The Department shall make payments from state monies
available to all participating clinics in the state pursuant to
provisions of the Oklahoma Indigent Health Care Act.  Payment rates
shall be determined by the Department of Human Services following
consultation with provider groups.  The Department of Human Services

shall determine the amount due each clinic according to available
monies.  The rate of clinic reimbursement shall not exceed the
individual clinic's reimbursement rate established by the Department
of Human Services for Medicaid patients.
C.  The Department, from sources other than the Indigent Health
Care Revolving Fund, shall make payments from available state and
federal monies to all participating hospitals and clinics in the
state pursuant to provisions of the Oklahoma Indigent Health Care
Act.  Payment rates shall be determined by the Department of Human
Services following consultation with provider groups.  The
Department of Human Services shall determine the amount due each
hospital and clinic according to available monies.  The per diem
payments to participating hospitals shall not exceed the individual
hospital's per diem rate established by the Department of Human
Services for Medicaid patients.  The rate of clinic reimbursement
shall not exceed the individual clinic's reimbursement rate
established by the Department of Human Services for Medicaid
patients.
