No later than one (1) year following the execution of the
delivery model transition described in the Ensuring Access to
Medicaid Act, the Oklahoma Health Care Authority shall create a
scorecard that compares each contracted entity and separately
compares each dental benefit manager.  The scorecard shall report
the average speed of authorizations of services, rates of denials of
Medicaid reimbursable services when a complete authorization request
is submitted in a timely manner, member satisfaction survey results,
provider satisfaction survey results, and such other criteria as the
Authority may require.  The scorecard shall be compiled quarterly
and shall consist of the information specified in this section from
the prior quarter.  The Authority shall provide the most recent
quarterly scorecard to all initial members during enrollment choice
counseling following the eligibility determination and prior to
initial enrollment.  The Authority shall provide the most recent
quarterly scorecard to all members at the beginning of each
enrollment period.  The Authority shall publish each quarterly
scorecard on its public Internet website.
