certain requests for suspension or revocation of license. If action by Service Oklahoma to suspend, revoke, cancel or deny the driver license of any person is based in whole or in part upon the receipt of a record of conviction, report, affidavit or other written instrument from any court, court clerk, law enforcement officer, public agency, public officer or public employee and such documentation is not received by Service Oklahoma within six (6) months from the date which in the judgment of Service Oklahoma it should have been received, then Service Oklahoma may decline to process such documentation and may decline to take action to suspend, revoke, cancel or deny the driver license of such person, notwithstanding any other provision of law.
