A. In an effort to improve the public safety of all citizens of this state, a more uniform and expeditious method of obtaining ownership and registration information of all motor vehicles operating on the roads and highways of this state is required. Any method developed shall be conducted in accordance with subsection B of this section. B. In addition to the powers and duties prescribed by law, the Director of Service Oklahoma shall be authorized to direct Service Oklahoma to develop a proposal for an intergovernmental cooperative agreement pursuant to paragraph 1 of subsection D of Section 1221 of Title 74 of the Oklahoma Statutes between Service Oklahoma and all tribal governments that issue tribal license plates and maintain ownership and registration information.
