A. Upon the transfer of a vehicle, the transferor may file a written notice of transfer with Service Oklahoma or a licensed operator. On receipt of a written notice of transfer, Service Oklahoma shall indicate the transfer on the vehicle records maintained by Service Oklahoma. The written notice of transfer shall contain the following information: 1. The vehicle identification number of the vehicle; 2. The number of the license plate issued to the vehicle, if any; 3. The full name and address of the transferor; 4. The full name and address of the transferee; 5. The date the transferor delivered possession of the vehicle to the transferee; and 6. The signature of the transferor. B. There shall be assessed a fee of Ten Dollars ($10.00) when filing the notice of transfer. Seven Dollars ($7.00) of the fee shall be retained by the licensed operator. Three Dollars ($3.00) of the fee shall be apportioned to the Service Oklahoma Reimbursement Fund. C. After the date of the transfer of the vehicle as shown on the records of Service Oklahoma, the transferee of the vehicle shown on the records is rebuttably presumed to be: 1. The owner of the vehicle; and 2. Subject to civil and criminal liability arising out of the use, operation, or abandonment of a vehicle, to the extent that ownership of the vehicle subjects the owner of the vehicle to civil or criminal liability pursuant to law. D. This section does not impose or establish any civil or criminal liability on the owner of a vehicle who transfers ownership of the vehicle but does not file a written notice of transfer with Service Oklahoma.
