Oklahoma Code § 36-3624.2

Title 36. Insurance: Definitions

As used in this act:
1.  "Insurer" means any insurance company that administers
accident and health policies or plans or that administers any other
type insurance policy containing medical provisions, and any
nonprofit hospital service and indemnity and medical service and
indemnity corporation, licensed to do business in or incorporated or
domesticated or domiciled in or under the statutes of this state, or
actually engaged in business in this state, regardless of where the
contract of insurance is written or plan is administered or where
the corporation is incorporated.
2.  "Medical Assistance" means medical services or payments from
a program administered by the Department of Human Services which
provides medical services or payments for medical services to
individuals based on a finding of financial need.
