The purpose of the Oklahoma Refinery Revitalization Act is to
encourage the expansion of refining capacity within the State of
Oklahoma by providing incentives for growth and by detailing an
accelerated review and approval process of all regulatory approvals
for certain refinery facilities.  Additionally, the act seeks to
provide legal and technical assistance to state agencies, which may
have resources that are inadequate to meet refinery facility permit
review demands.
