The Department of Environmental Quality shall design and implement a statewide general public education program on waste management by 1992 with particular emphasis on: 1. Recycling; 2. Litter reduction; 3. Waste reduction; and 4. The management and disposal of hard to dispose of wastes. Any litter reduction program shall be developed by the Department in conjunction with the State Department of Transportation. Laws 1990, c. 217, § 5, eff.
