Oklahoma Code § 26-6-108

Title 26. Elections: Order of names for absentee ballots for runoff primary

The candidate receiving the highest number of votes for each
office in the Primary Election whose name is required by law to be
placed on the Runoff Primary Election ballot shall have his name
placed first on absentee ballots for said Runoff Primary Election.
