Oklahoma Code § 26-13-106

Title 26. Elections: Certification

At the time prescribed by law, the county election board shall
certify the results of any municipal election to the governing board
of the municipality for which said election was held.  Certificates
of Election shall be issued to the successful candidates by the
county election board, in the same manner as is prescribed for
county officers.
