Any person mentioned in Section 1411 or 1412 of this title, who
sells, hypothecates or pledges any merchandise for which any bill of
lading, receipt or voucher has been issued by him without the
consent in writing thereto of the person holding such bill, receipt
or voucher, shall be guilty of a Class D1 felony offense punishable
by imprisonment as provided for in subsections B through F of
Section 20N of this title, or by a fine not exceeding One Thousand
Dollars ($1,000.00), or both.
