Such election shall be conducted in accordance with the general
election laws of the state and the regular election officials shall
be in charge at the usual polling place of each regular precinct or
part of a precinct, within the boundaries of said proposed district,
and shall make their return direct to the board of county
commissioners.  The board of county commissioners shall meet on the
second Monday next following such election and proceed to canvass
the vote cast thereat, and if upon such canvass it appears that at
least a majority of all the votes cast are "Sewer Improvement
District _____ Yes", the board shall, by an order entered on their
minutes, declare such territory duly organized as a sewer
improvement district under the name and title theretofore
designated.  The board of county commissioners shall cause a copy of
such order, duly certified, to be immediately filed for record in
the office of the county clerk and from and after the date of such
filing the organization of such district shall be complete.  The
county clerk shall keep a record of all such districts so formed,
and they shall be numbered consecutively in the order of their
formation.
