Oklahoma Code § 19-753

Title 19. Counties And County Officers: Use of property owned by city or county

The county commissioners or the governing body of any city
entering into the above described contract are hereby authorized to

use any property owned by either said county or city, for the
purpose of erecting thereon, said building or buildings on such
terms and such conditions as may be agreed upon between said county
commissioners and said governing body of such city.
