Oklahoma Code § 19-339.9

Title 19. Counties And County Officers: Multi-county library systems — Accounting request by

Counties that participate in a multi-county library system may,
by two-thirds (2/3) vote of all participating boards of county
commissioners, adopt the following procedure:
1.  Counties participating in multi-county library systems may
request an accounting of the library system's overall budget and
estimate of needs.  Each multi-county library system shall designate
the executive director or employee in charge of accounting to
produce the requested accounting or estimate of needs made under
this act; and
2. If adopted, each county shall also adopt one of the
following:
a. the presentation of the accounting or estimate of
needs shall be given at a location agreed upon by all
chairmen of the participating boards of county
commissioners, or
b. the individual board of county commissioners with the
largest funding contribution to the multi-county
library system budget shall host the presentation of
the accounting or estimate of needs.
