Oklahoma Code § 19-327

Title 19. Counties And County Officers: Chairman elected each year

At the first meeting of the county commissioners in each year
they shall elect one of their number chairman, who shall act as
chairman of the said board of commissioners during the year in which
he is elected, or until his successor is elected, and in case of a
vacancy from any cause whatever the board of county commissioners
shall elect another chairman.
