Oklahoma Code § 19-32

Title 19. Counties And County Officers: Vote to accept new territory

Upon the holding of any election in any county to vote upon the
acceptance of the territory which is seeking to be transferred to
said county, the board of canvassers shall certify and return said
vote to the Governor as required by law, who shall thereupon, and
within ten (10) days thereafter, declare the result of said
election, and if it appears that a majority of the votes cast at
said election be in favor of accepting said territory, he shall,
within ten (10) days thereafter, issue his proclamation declaring
said territory legally transferred to said existing county, and
cause the will of the election to be carried into effect.
