Oklahoma Code § 18-438.30

Title 18. Corporations: Connections with other lines

Any cooperative or foreign corporation doing business in this
state pursuant to this act (such cooperative or corporation being
designated in this section as "applicant") shall have the right to
require any person furnishing telephone service to the public in
this state (such person being designated in this section as
"company") to interconnect the company's lines, facilities or
systems with, or otherwise make available such lines, facilities or
systems to the applicant's telephone lines, facilities or systems,
in order to provide a continuous line of communication for the
applicant's subscribers.  In the event the connecting company and
the applicant shall be unable to agree upon the terms and conditions
of such interconnection, including compensation therefor, within
thirty (30) days after request by the applicant, the Corporation

Commission shall by order direct that such interconnection be made
and shall prescribe the terms and conditions thereof, which shall be
reasonable and nondiscriminatory.  Nothing in this section shall be
deemed to subject a cooperative to the jurisdiction of the
Corporation Commission except and only to the extent required to
carry out the provisions hereof.
