Oklahoma Code § 17-191.8

Title 17. Corporation Commission: Court jurisdiction - Agent for service of process

The courts of this state are hereby vested with jurisdiction
over every person not resident, domiciled or authorized to do
business in this state who files or is required to file a statement
with the Corporation Commission as required by Section 2 of this
act, and over all actions involving such person arising out of
violations of this act.  The Commission shall be the agent for
service of process for any such person in any action, suit or
proceeding arising out of violations of this act.  Copies of all
such lawful process shall be served on the Commission and
transmitted by certified or registered mail, with return receipt
requested, by the Commission to such person at his last-known
address.
