Title 11. Cities And Towns: Council - Quorum - Rules and voting

A majority of all the members of the council shall constitute a
quorum to do business, but a smaller number may adjourn from day to
day.  The council shall determine its own rules, and may compel the
attendance of absent members in the manner and under penalties as
the council may prescribe.
