Oklahoma Code § 11-49-133

Title 11. Cities And Towns: Use of money for unauthorized purposes

The Insurance Commissioner may examine the books and financial
records of the State Board and when a written complaint is made to
him under oath that any part of such money has been, or is being,
expended or applied for purposes other than those authorized by
Section 49-132 of this title, it shall be his duty to examine such
books and financial records to determine if such complaint is true
and if such an examination discloses that any such money has been,
or is being, expended or applied for purposes other than those
authorized, it shall be his duty to report that fact to the
Governor.  Upon receiving such report, the Governor shall direct the
State Treasurer not to issue any warrants to the State Board for the
municipality involved until the Insurance Commissioner reports to
the Governor that all monies wrongfully expended or applied have
been replaced; provided that, the Governor may take such further
action as the situation may demand.
