enterprise - Public housing facilities.
The Urban Renewal Authority and any municipality, to the
greatest extent determined to be feasible in carrying out the
provisions of this article, shall afford maximum opportunity,
consistent with the sound needs of the municipality as a whole, to
the rehabilitation or redevelopment of the urban renewal area by
private enterprise.  The Urban Renewal Authority and the
municipality shall give consideration to this objective in
exercising their powers under this article, including the
formulation of a workable program, the approval of urban renewal
plans (consistent with the general plan of the municipality), and
the exercise of its zoning powers, the enforcement of other laws,
codes and regulations relating to the use of land and the use and
occupancy of buildings and improvements, the disposition of any
property acquired, and the provision of necessary public
improvements.  Nothing herein shall be construed to authorize any
municipality or Urban Renewal Authority to construct or operate
public housing facilities.
