Title 11. Cities And Towns: Establishing water districts - Regulations to protect

The governing body of any municipality securing its water supply
from a stream or reservoir located outside of its corporate limits
may designate by ordinance a district to be known as a water
district.  The water district shall be designated by metes and
bounds and may embrace any lands, directly or indirectly flowing or
shedding water into any such stream or reservoir as the governing
body ordains.  The governing body may adopt and enforce any rules
