Oklahoma Code § 11-11-101

Title 11. Cities And Towns: Strong-mayor-council form of government

The form of government provided by Sections 11-101 through 11-
125 of this title shall be known as the statutory strong-mayor-
council form of city government. Cities governed under the statutory
strong-mayor-council form shall have all the powers, functions,
rights, privileges, franchises and immunities granted, or which may
be granted, to cities.  Such powers shall be exercised as provided
by law applicable to cities under the statutory strong-mayor-council
form, or if the manner is not thus prescribed, then in such manner
as the council may prescribe.
