Title 10A. Children And Juvenile Code: State Council for Interstate Juveniles Supervision

A.  Pursuant to the provisions set forth in Article IX of the
Interstate Compact for Juveniles Act, Section 2-9-110 of Title 10A
of the Oklahoma Statutes, there is hereby created the "State Council
for Interstate Juvenile Supervision".  The State Council for
Interstate Juvenile Supervision shall consist of eleven (11) members
as follows:
1.  One member shall be the Compact Administrator of the
Interstate Compact for Juveniles;
2.  Two members shall be presiding judges of a court having
juvenile law jurisdiction to be appointed by the President of the
Oklahoma Judicial Conference;
3.  One member who is an employee of the Office of Juvenile
Affairs to be appointed by the Executive Director of the Office of
Juvenile Affairs;
4.  One member who is an employee of the Department of Human
Services to be appointed by the Director of Human Services;
5.  One member of the Oklahoma House of Representatives to be
appointed by the Speaker of the House of Representatives;
6.  One member of the Oklahoma State Senate to be appointed by
the President Pro Tempore of the State Senate;
7.  One member representing an Oklahoma nonprofit victims
organization to be appointed by the President Pro Tempore of the
State Senate;
8.  One member who is a district attorney or assistant district
attorney who has experience in juvenile cases to be appointed by the
Executive Coordinator of the District Attorneys Council;
9.  One member who is a licensed, practicing attorney that
regularly represents juveniles charged with crimes or delinquent
acts to be appointed by the Executive Director of the Oklahoma Bar
Association; and
10.  One member representing an Oklahoma nonprofit youth
services organization to be appointed by the Speaker of the House of
Representatives.
B.  Appointments to the state council shall be made by July 1,
2013.  Members shall serve at the pleasure of their appointing
authorities.  Members appointed to the state council shall serve for
terms of three (3) years.  Any vacancies and unexpired terms shall

be filled in the same manner as the original appointment and within
sixty (60) days of the vacancy.
C.  The state council may meet quarterly and at such other times
as may be set by the Compact Administrator.  The Compact
Administrator or designee shall preside at all meetings of the state
council.  A majority of the members present at a meeting shall
constitute a quorum to transact business and a majority present may
act for the state council.
D.  Members of the state council shall receive no compensation
for their service, but may be reimbursed by their appointing
authorities for their actual and necessary travel expenses.
E.  The State Council for Interstate Juvenile Supervision shall
advise and may exercise oversight and advocacy concerning the
participation of Oklahoma in Interstate Commission activities and
other duties including, but not limited to, development of policy
concerning operations and procedures of the Interstate Compact for
Juveniles in this state.
F.  The Office of Juvenile Affairs shall provide staff
assistance to the State Council for Interstate Juvenile Supervision
as necessary to assist the state council in the performance of its
duties.
