for protective order on behalf of child. A qualified residential treatment program may file a petition for a protective order on behalf of a child in its care against a third party who poses a threat to the child's physical or emotional well-being. The qualified residential treatment program shall present evidence of harassment, abuse, neglect, exploitation, or other behaviors that endanger the welfare of the child in its care.
