Title 10. Children: Appointment of task force - Membership - Duties

A.  The Oklahoma Commission on Children and Youth shall appoint
a task force composed of the directors, or their designees, of the
agencies listed in Section 3 of this act and, as appropriate,

representatives of other public and private agencies that provide
services to children and their families.  The task force shall:
1.  On or before November 1, 1990, establish guidelines for the
development of uniform administrative rules, procedures and forms
related to the maintenance, transfer and release of confidential
information required pursuant to the provisions of this act;
2.  On or before January 1, 1991, revise the proposed rules,
procedures and forms prepared by the agencies for uniformity and
compliance with the guidelines established by the task force.  The
task force shall make recommendations to the agencies for
modifications to the proposed rules, procedures and forms as
necessary to ensure uniformity and compliance with the established
guidelines;
3.  On or before April 1, 1991, develop a manual which clearly
describes applicable state and federal laws, rules, procedures and
forms for the maintenance, transfer and release of confidential
information.  Said manual shall be published by the Oklahoma
Commission on Children and Youth and each agency providing services
to children and their families shall be responsible for necessary
copying and distribution, to ensure that employees involved in the
delivery of services to children and their families are provided
copies of the manual and are trained regarding the content and
application of the information contained in the manual; and
4.  Beginning on April 1, 1991, meet not less than annually and
more often as necessary, as determined by the Oklahoma Commission on
Children and Youth, for the purpose of reviewing proposed or
necessary amendments to the rules, procedures or forms adopted
pursuant to this act in order to ensure the continuing consistency
and uniformity of said rules, procedures and forms and to provide
for necessary revisions of the manual.
B.  Each agency listed in Section 3 of this act shall provide
information and staff assistance as necessary to prepare the rules,
procedures, forms and manual required by this act.
C.  Beginning on April 1, 1991, each agency listed in Section 3
of this act shall forward to the Oklahoma Commission on Children and
Youth copies of proposed amendments to the rules, procedures and
forms adopted pursuant to this act.
