(a)  All personal properties, records, equipment, and supplies
now owned and in use by the above-named institutions shall be
transferred to and become the property of the Department of Human
Services.
(b)  All contracts, leases, and other such agreements as may
have been entered into by the Board of Mental Health and Substance
Abuse Services or any of its agents, relative to the institutions
referred to in Section 1406 of this title and such duties and
responsibilities as are in effect on July 1, 1963, shall be assumed
by and become binding upon the Department of Human Services.
(c)  All unexpended funds to the credit of the above-named
institutions and all unexpended appropriations for such institutions
shall be transferred by the State Treasurer to the Department of
Human Services and placed in a separate fund.  The fund shall be
known as the "Fund for Intellectual Disabilities".
