1. The legislative management chairman must be the majority leader of one house of the 
legislative assembly, or the majority leader's designee, and the vice chairman must be 
the majority leader of the opposite house of the legislative assembly, or the majority 
leader's designee. The legislative management may prescribe its rules of procedure.
2. The legislative management chairman shall serve a two -year term beginning at the 
adjournment of each regular legislative session. The chairman may not be a member 

of the same house of the legislative assembly for consecutive terms. The vice 
chairman may not be a member of the same house of the legislative assembly as the 
chairman.
3. The legislative management may appoint a secretary who need not be a member, and 
shall appoint a director to be in charge of the legislative council. The director is entitled 
to a salary set by the legislative management. The director may employ persons and 
obtain the assistance of research agencies. The director may use available funds for 
salary adjustments to assist with staff recruitment, retention, and recognition of 
exceptional performance. The legislative management and the legislative council may 
accept and use any funds made available through an agreement made with any 
agency for the purpose of this chapter. Expenditures of funds made available by 
legislative appropriation must be made in accordance with rules or motions duly 
approved by the legislative management.
