Definitions for the foundation aid stabilization fund - Uses of the foundation

aid stabilization fund.
1. For the purposes of section 24 of article X of the Constitution of North Dakota:
a. "Education-related purposes" means purposes related to public elementary and 
secondary education.
b. "State aid to school districts" means:
(1) The general fund appropriations to the department of public instruction for 
state school aid, transportation aid, and special education aid; and
(2) The general fund appropriations to the department of career and technical 
education for grants to school districts and area centers.
2. Any accessible funds in the foundation aid stabilization fund, exceeding the required 
reserves under section 24 of article X of the Constitution of North Dakota, may be 
used only for education-related purposes, including state aid to school districts, career 
and technical education grants to school districts and area centers, and education-
related property tax relief.
