Manager and employees of industries - Commission to appoint -

Compensation.
The industrial commission shall appoint a manager and all necessary subordinate officers 
and employees of and for each utility, industry, enterprise, and business project established, 
owned, undertaken, administered, or operated by the state. It may constitute such manager its 
general agent in the performance of its duties in the particular utility, industry, enterprise, or 
business project in which the manager is engaged, but subject, nevertheless, in such agency to 
the supervision, limitation, and control of the commission. It shall employ such contractors, 
architects, builders, attorneys, sales agents, clerks, accountants, and other experts, agents, and 
servants, as in the judgment of the commission the interests of the state may require, and shall 
define the duties, designate the titles, and fix the compensation and bonds of all persons so 
engaged.
